Ownership rules

Architecture ownership should reward the first accepted miner that establishes a materially unique architecture family, subject to validator review and dispute windows.

CaseBehavior
New unique designCreates a new family owned by the submitting hotkey.
Exact duplicateRejected or linked as duplicate without new ownership.
Minor parameter tweakGrouped with existing family unless structurally material.
Material derivativeMay create a new family if reviewers confirm behavioral difference.
DisputeReview-locked until validator quorum resolves ownership.
